Westhab Closes On Financing to Create 81 Affordable Homes in Haverstraw, Rockland County
Haverstraw, NY – December 22, 2025 – As New York grapples with a statewide affordable housing crisis, Yonkers-based nonprofit housing developer Westhab, Inc. is partnering with the Village of Haverstraw to turn an underused municipal village parking lot into modern, green, affordable housing for 81 households.
The development – 30 West – will provide 81 units of housing, including 20 apartments dedicated to formerly homeless households. Units in the building will be leased at rents that are affordable to households earning 60% of Area Median Income (AMI) or lower, with gross rents starting at $1,418 for studio apartments, $1,519 for one bedrooms, $1,823 for two bedrooms, and $2,106 for three bedrooms based on HUD’s 2025 rent limits. The building is designed to meet Passive House energy standards and will feature high-efficiency, 100% electric building systems for heating, cooling, and domestic hot water. It will also have an insulated and airtight building envelope to reduce the need for heating and cooling, and will feature an approximately 100 kW solar photovoltaic system on the roof to offset on-site electricity consumption. Other building features include on-site parking for residents, as well as a dedicated parking deck for use by the community. Building amenities include a recreation room, children’s playroom, on-site laundry facilities, and tenant storage.
To help meet local housing needs, the Village of Haverstraw identified underutilized Village land with the potential to be developed into affordable homes. The development is supported by New York State Homes and Community Renewal’s Low-Income Housing Tax Credit program which is expected to generate $21 million in equity, its State Low Income Housing Tax Credit program which is expected to generate $2 million in equity, and $9.5 million from its Supportive Housing Opportunity Program. It also received funding and support from Rockland County, New York State Department of Housing & Community Renewal, $2.5 million from Empire State Development’s Mid-Hudson Momentum Fund, the NYS Assembly, Federal Home Loan Bank, as well as financing partners Enterprise Community Partners, TD Bank, and the Leviticus Fund.
The project has drawn support from partners across village, county, and state government, as well as private financing institutions.

30 West is expected to open by the end of 2027.
