Westhab and Village of Haverstraw Break Ground on 30 West Affordable Housing Development
Westhab, in partnership with the Village of Haverstraw, recently celebrated the groundbreaking of 30 West, a new affordable housing development that will bring 81 modern, energy-efficient homes to Rockland County.
The groundbreaking marks a major milestone in the transformation of an underused municipal parking lot into much-needed affordable housing for local residents. The development will include 81 apartments, including 20 homes reserved for formerly homeless households. Apartments will be affordable for households earning 60% of Area Median Income (AMI) or lower.
30 West will provide a mix of studio, one-, two-, and three-bedroom apartments designed to meet the needs of working families and individuals. The building is designed to meet Passive House energy standards and will feature high-efficiency, 100% electric systems for heating, cooling, and hot water. An approximately 100 kW solar photovoltaic system on the roof will help offset on-site electricity consumption.
Residents will have access to amenities including a recreation room, children’s playroom, on-site laundry facilities, tenant storage, and parking. The project will also include a dedicated parking deck for community use.
To help meet local housing needs, the Village of Haverstraw identified underutilized Village land that could be redeveloped into affordable homes. The project is supported by a range of public and private partners, including New York State Homes and Community Renewal, Rockland County, Empire State Development, Enterprise Community Partners, TD Bank, and the Leviticus Fund.
“The Village is excited to see this project finally break ground,” said Haverstraw Mayor Mike Kohut. “We have worked with Westhab for years to bring this project to fruition and are extremely happy with its final form. We are collaboratively providing desperately needed affordable housing to this community and the region.”
Westhab President and CEO Rich Nightingale emphasized the importance of the partnership and the impact the development will have on the community.

30 West is expected to open by the end of 2027.
