The Westchester County Department of Social
Services (DSS) assigns all newly homeless families in the
County to the Westhab Family Assessment Center, in Elmsford.
Families live there for about two weeks, while a multi-disciplinary
team, including a psychologist, physician, public health nurse,
social worker, and certified substance abuse counselor conduct
a series of interviews and examinations to determine the root
causes of their homelessness and the most appropriate housing
placement. This team makes a written recommendation to DSS'
Central Placement Unit (CPU), which maintains a database of
all homeless housing resources in the County. The CPU then
assigns each newly homeless family to a vacant unit based
on Westhab's Family Assessment Center's recommendation.
