Rent Subsidy Programs

Section 8

For homeless residents who are employed and capable of closing their public assistance cases, Westhab, in conjunction with the Westchester County Departments of Social Services and Planning, facilitates prioritized receipt of Section 8 (federal) rent subsidies.


Rental Assistance Program

Under the Westchester County Department of Social Services (DSS)-funded Rental Assistance Program (RAP), Westhab provides subsidies, similar to those of the federal Section 8 program, for working homeless families seeking permanent housing.

Families who earn sufficient income from employment to leave public assistance, but who still cannot afford permanent housing in Westchester County and are on the waiting list for Westchester County Section 8 housing, are eligible to participate in RAP.

Westhab assists our RAP-eligible clients in finding apartments or, in some cases, negotiates with landlords for client families already in apartments. Under RAP, landlords lease apartments directly to the families, but Westhab pays a portion of the rents and the families pay the remainder. DSS funds the rental subsidies that make up the difference between the RAP families' payments and the market rents for the units.
