From
1983 to 1996, Westhab's strategy for developing affordable
rental housing in Westchester County was to acquire (via
purchase or net lease) vacant, substandard buildings, and,
using a combination of government grants and private loans,
rehabilitate them, then mix the occupancy between transitional
housing and permanent affordable housing. Thus, most of Westhab's
permanent housing units were located in mixed-use buildings.
In 1996, as the rate of homelessness leveled
off and the demand for new transitional housing units eased,
Westhab undertook development of buildings that contained
only affordable housing units. This included new construction
as well as renovation of vacant buildings.
The 22 town homes at Cross Street represent
Westhab's first homeownership housing iniative. Westhab views
this beautiful development as a model for building mixed-income
home-ownership communities in Westchester County.
Since early 2005, in support of its affordable
housing operation, Westhab has embarked upon a plan to expand
its property management operation, and has focused on developing
working relationships with like-minded organizations. New
staff and new systems are now in place to support this initiative.
Currently, Westhab and its affiliates own and/or
manage over 400 units of permanent, affordable rental and
condominium housing. This includes providing comprehensive
property management services to owners of affordable, permanent
and supportive housing in New York City and Westchester.
Westhab is certified as an authorized HUD property
management contractor.
